Who may submit a request


  • Researchers with a Master's Degree or higher who are conducting their research in an institute in Israel: an institution of higher education (university or college), public or private research institute or public institution, provided that there is an authority or other entity handling the financial and administrative issues of the research grant;
  • Researchers with a Master's Degree or higher operating privately, provided that they are authorized dealers;
  • PhD students whose research proposal has been approved on behalf of an academic institution accredited by the Council for Higher Education.

In researches proposed by more than one researcher, one of them will be a responsible researcher signing the request and he will be in charge of the research before the National Insurance for all intents and purposes.
PhD research students for whom a scholarship has been approved are allowed to appear as co-researchers in another research conducted on a completely different topic than that of their Doctorate work.
In the case of a joint research with the National Insurance, the application must be accompanied initially by a confirmation of the Deputy Director of the Research and Planning Admiration of the Institute (or whoever he/she authorizes to that end). It should be clarified that even in the case of a joint research, the request shall be submitted under the proposing researcher's name and under his sole responsibility.
